Local tips

ICBC's Courtenay location sits at 2500 Cliffe Avenue, right beside Cliffe Avenue (BC 19A), which map data shows about 50 m away with up to four lanes and a 50 km/h limit. It's open Monday to Friday, 9:00 a.m. to 4:30 p.m., and road tests are by appointment. The nearest of 18 sets of traffic lights within a kilometre is also about 50 m away, so you'll be dealing with signals almost straight away. Pick your lane early and keep a safe gap to the car ahead. A preschool is about 240 m from the office, so watch for small children near the road. Map data also shows railway level crossings about 685 m and around 805 to 815 m away: slow down, look both ways and never stop on the tracks. Our 21.3 km practice route follows Cliffe Avenue to 26th Street and Willemar Avenue, takes the second exit at a roundabout, then heads out on Lake Trail Road, Cumberland Road, Union Road and Royston Road before returning on the South Island Highway and Mansfield Drive. Practice signalling your exit at that roundabout.

Common questions

Courtenay road test FAQ

What are the hours at Courtenay?

ICBC lists: Mon–Fri 9:00 a.m.–4:30 p.m. Road tests by appointment. Check icbc.com before you go, especially around holidays.

How do I book a road test?

Book online at icbc.com (Book a road test), or call 604-982-2250 in Metro Vancouver, 250-978-8300 in Victoria, or 1-800-950-1498 toll-free; in other areas you can also contact the nearest driver licensing office. You pay the road test fee when you arrive. Cancel or reschedule at least 48 hours ahead, or you'll be charged a $25 fee.

What do I need to bring?

Arrive 15 minutes early with the same ID you used for your learner's licence (one primary and one secondary piece), your learner's licence, payment for the road test fee, and a safe, reliable, insured vehicle with a Canadian licence plate and its registration papers. GPS and navigation must be off, and recording devices aren't allowed during the test.

When can I take the road test, and is there a second test?

New drivers take the Class 7 road test to move from the learner (L) licence to the novice (N) licence; the earliest date you can take it is printed on your licence. Since October 19, 2026, drivers with a novice licence and a clean record no longer take a second road test: a Driving Record Assessment replaces it.
